Overview of Creating a Job Posting This tactic is more of a prototype for posting information on other web sites which allow you to include a link back to your web site. In the old days, optimizers used to spam guestbooks for example with a brief "Hello" and a link back to their web site. Today, the techniques are much more sophisticated utilizing software to post blog comments automatically, or even hack forms on government web sites to create the illusion of links back to your site. These black hat (ie. Dangerous) tactics may work in the short run but they are not reliable strategies in the long run.
Read the tactic examples below with the understanding that you can apply this technique to any web site, not just a job posting site. The other item to consider is whether the link back to your site is encoded automatically with something called a "NoFollow Tag". If it is, then this link will not count much for Google but other sites may still value such a link.

This was an old tactic that probably won't work (because the link may have a nofollow instruction) but it gives you the general idea of the strategy. Create an employer account here. To create a job posting, use Craigslist.org for an idea on a programming related job. Then, make the ad keyword rich, put your keyword in the posting title, and use your primary keyword phrase as your company name. Select telecommute and that the pay is negotiable. Finally use a keyword rich email address for contact information on the footer of the ad. You can post the programming job here: http://Jobs.perl.org/employer/post
Make sure it's a project you actually need completed because you will get hundreds of inquiries, allow one of the programmers to complete the job; this will give you respect in the "developer community".
Having a link on a Google viewed authority site like perl.org will help a Page Rank tremendously. Make sure to create an email named "projects" or "sysadmin" because the email account will get spammed. You can also pay extra money to have your site on the main page.
This idea is at least 2 years old and is written here more as a prototype for a concept of posting a link in a high profile place that is not directly thematic to your site but still has potentially high SEO as well as direct traffic benefits. And if you are wondering whether this is black or white hat, that depends on whether you really would like to attract some new talent. If you are just hassling with people's minds, then this is not the best strategy to use.
